Duck and dive projects achieve this by ‘sinking’ district or regional through-traffic in an open trench, with a reduced number of crossings and intersections. It is ž’s position that the program of ‘Duck and Dive’ projects is not in keeping with the principles of good planning. The issue of catering for our growing city is not a car-movement problem; it is a people-movement problem that should be informed by a collaborative approach to infrastructure planning, underpinned by good design and tested through rigorous consultation.

Unfortunately, these concerns have not been resolved and ž raises these same concerns in relation to this consultation bill and seeks the following be addressed.

There is never a good time to introduce new planning requirements or shifts in policy, and determining the right time to do this requires carefully balancing a number of competing interests. The new Medium Density Housing Code emerged from the need to improve the quality of medium-density housing currently being delivered. The predominant presence of poorly designed triplexes lacking gardens, natural sunlight, and ventilation highlighted the need for better outcomes. The need to do better is something most in the industry agree on, however, determining the appropriate timing for implementing these changes presents a significant challenge.

ž is working hard to get planners’ voices heard on making housing more available and affordable. ž has made recent representations to the Minister for Planning, and the Department of Planning and Parliamentary Committees on how to plan for housing growth while making places more liveable. ž are advocating for ‘inclusive renewal’ where housing and necessary infrastructure are provided in a place where the community sees a dividend from growth and density and where lower income residents are not displaced. The key is planning for great places with the diverse needs of the existing and future residents in mind. (...)

ž has taken the time to review the recommendations made in Volume 1, Chapter 5: Planning and local laws and we are generally supportive of the recommended way forward. In reviewing the recommendations, it is acknowledged there is significant change which needs to occur to successfully integrate decriminalised sex work into Queensland’s planning framework and make sure local planning instruments and local laws support the intent of decriminalisation.

Praxeutic Planning for the Twenty-First Century: let’s not pretend it’s simple
Professional planning achieves better outcomes when it combines Praxis (ie. Theory and Practice) and Hermeneutics (ie. Analysis of both Empirical and Normative variables) delivered in a multi-dimensional context reflective of reality in all its complexity.
Communities look to Urban and Regional Planning for solutions to a wide range of complex problems from traffic congestion to insufficient social housing leading to homelessness, and inadequate green spaces in cities that have become heat sinks.
Behind these problems lies the need to investigate the demands, often competing, of multiple variables reflecting the social, economic, environmental challenges of modern urban and regional areas. The governance framework that has developed over time may establish constraints, as well as provide guidance.
In addressing these challenges professional planners will achieve greater success by adopting a more holistic approach drawing on theory to inform practice and, in all dimensions, integrating empirical and normative variables and evidence. Planning education and continuing professional development needs to develop attitudes, build knowledge and skills that encompasses the multiple dimensions of society and equip planners to develop solutions that improve life on our planet.

Delivering public transport infrastructure with land development to enable transit-oriented urbanism.
The State Government through Metronet has announced a new approach to developing Karnup Station in the City of Rockingham section of the Southern Railway. The approach is based on how to better use government land adjacent to the proposed station. The goal is to create a new approach that involves the private sector from the beginning not at the end after stations are completed. It is called ‘the Karnup Station Precinct Problem and Opportunity Statement’ under the Market-Led Proposals framework. I think this is a really important step in providing the next phase of public transport infrastructure in Perth.

We consider that the final City Plan should be clear as to which Plan has primacy and whether the NCP will be amended in line with the City Plan as the current NCP provisions relating to West Basin and City Hill are not reflected in the City Plan.

Last week’s extreme weather event caused devastation in many parts of South East Queensland, with
river and creek flooding harming people and property.

but Australia’s considerable weather and climate data tells us that these are not new events. Dynamic
